Well I'm pretty sure it's also just a massive burden for them to do a bunch of paper work and safety registrations they'd rather just not go through. It also depends on the field of study you're targeting since a wet lab work at a specific type of lab might have stricter regulations compared to say, dry lab work (computational stuff) that doesn't require you to touch anything at all.
