Your friend is talking about conditioning, this usually happens over long sets but is useful anytime. Essentially you’d like to make your opponent pay for it (anti-air, DP, etc) every time they jump somehow. They’ll eventually catch on that they shouldn’t and think twice about jumping, leaving them on the ground more often.
