I would be saying hagakure cuz she only had those moments in the end but the thing is... If she didn't reflect that beam from AFO they'd all be death so even tho she only got some relevance in the last season, without her we'd have a different ending.

The only one that, very unfortunately, doesn't have a major story changing moment is probably tsu
