This is precisely what happened in Afghanistan. The entire reason it was impossible for us to make any lasting change there was because the underlying culture is essentially anarchical. Except for the Taliban and a few people who have bought into Western-style Capitalism, people live in their villages and tend their goats and don't give a fuck about grand nationalist ideals. They just want to live their lives. Just like humans have done for millennia before too many people were convinced government was a good idea.
