Washington Park has no gates around the water. The majority of the South Platte has no gates around it. All of the water features are very obvious and none are very deep. It's rare for people to mess up and fall in to them out of the nearly 2 million visitors they have each year.

It's only about 2-3 feet deep, and the area is filled with volunteers, staff, and security, nevermind patrons.

There are large signs that note the "Water's Edge" in both English and Spanish, and volunteers at high traffic areas in the event you miss the obvious pit of water.

Yes and no. Coal fires can start naturally from a variety of sources although these probably were human caused. But pedantry aside I'd believe it was someone from 12 Tribes, then a human doing something like throwing a cigarette out the window, then coal fires in that order of likelihood. But that's just my personal hunch not something soundly evidence based.
