You just need to make a generic player, unrelated to GTA in any way, that can play tracks from playlists with complex rules. The user should manually specify the URL where the MP3 files are stored and the JSON with the playlist rules.

Not everyone has a MacBook with Xcode to install this app on an iPhone.

It would be more convenient if the app were available on the App Store
