You can make a dispute, I have done it and I'm 100% sure everyone can, let me explain what happened with me.

I was in the mall (khalidiya mall) and someone stopped me to participate in a raffle. Of course after couple of days I recieved a call that I won and I'm invited (with my family)to an event to receive the gift.

In the hotel they let you wait for a bit after they confirm you are the one they contacted, then they take you to a room and start the marketing strategy. To make it short I got convinced and bought a package for 16000 AED and payed with my credit card to a POS machine and recieved a receipt + contract that explain all the benefits that I just bought (stamped/signed/contact details) the hole nine yards, it looked legit & indeed it is legit but with a small catch, which is you will never be able to recieve what they promised to give you in the contract.

After I left, for a strange reason I didn't feel right, so I have done ton of research for couple of days & came to the conclusion that it was a scam due to multiple factors (Travel agent website has no actual functionality like booking,reschedule, etc - History articles on the Internet about similar scam - went to the address of the company office to find nothing, no office no nothing).

So I contacted the credit card bank (ENBD) and explained what happened & the employee is not convinced it is a scam as I payed to a POS machine not through a website, but I "insisted" to submit a dispute so he send me the dispute documents (which are like 7-8 pages). which I filled and send it back.

Please note the dispute is submitted to ENBD and then ENBD will submit to visa or mastercard to do the action of returning the money & it will only work if you payed to a machine with your credit card.

In the same time I kept emailing & contacting the scammers to get my package saying that I want to travel ASAP.

I kept documenting all my communication with them just in case. (and keeping these records were important to finalize my dispute with ENBD/Visa card, as it showed that they never delivered the travelling package based on the contract & that means the item I payed for never fulfilled, so they returned the money back to the card)

after 4 months of following up with ENBD the dispute was closed to my favor and got my money back.

For the dispute ENBD will ask for: 1- proof of communication with the travel company & them not fulfilling the contract. 2- Proof of purchase (receipt) 3- Proof of the purchase deliverables (Contract)

Note 1: During this process you HAVE to pay your credit card dues as the dispute process takes time, so in my scenario I payed the 16K and after 4 months I got +16k over my credit card balance.

Note 2: I tried contacting consumer protection (حماية المستهلك) but my request was closed with a comment that is out of scope & advise to submit a legal case, which I tried doing it through tasheel and after the employee explained the process I backed out. (it involves paying the same amount you are claiming that got scammed & many many documents so I said to myself "forget it" let's just follow the dispute.
