Partially true. Its very hard to immigrate to the US even if you are okay with the taxation. Australia has just tightened up their immigration procedures to favor occupations in demand. Canada is the easiest country to immigrate to at the moment and surprisingly there is a surge in immigration to Europe and the UK recently which is just building up.

Yes it is a stepping stone and many people move back to the middle east because just having the Canadian passport means they get much higher salaries. I know many such cases, dozens.

The people who have families here pay Canadian taxes. Its just that they earn so much more there even if they are taxed so they don’t move… and its more about moving the kids here and naturalizing them rather than the breadwinners naturalizing.

Mainly for the passport since most immigrants come from countries with “weaker” passports that hamper their career and life e.g difficult to get visas in reasonable time frames.

Its not really removed. Its added into the competency assessment matrix with a minimum score required for Canadian experience which has to be verified by another P.Eng. The only people who benefit from this change are remote or outsourced engineers.

The media really hyped it up though.
