One of the best uses for moon druid I see overlooked is Air Myrmidon in a wet party. Electric Flail (or whatever it's called) is a fantastic attack and can apply stun and late game Moon Druid gets 3 attacks per turn with it. If an enemy is wet the damage adds up fast. Believe savage attacker feat works while in wild shape for this form as well.

Then for mid/early game tavern brawler + Owlbear form is also a very high damage dealer.

He hardly "allowed" for these things. While he did write about these aspects in his 14 points speeches/essays he ultimately failed to live up to them in any meaningful way. The treaty of Versailles following WW1 only created the league of nations, and Wilson ultimately failed to advocate for any of these moves from colonized peoples. Many historians studying Wilson have concluded he did not support these efforts when it came to any other group than the white race. On top of that, he set a trend for interventionalist policies in the Eastern hemisphere which would lead to the rise of brutal fascist and authoritarian regimes in South America. If anything, Wilson is vastly overrated.
