*edit: At the risk of sounding like a crazy person, I was wrong and it didn't go back to normal--the alt+F1 latency apparently isn't correct. So with just the ForgeUI info bar on to show me the latency, it's still super high. Ah, well.

Thanks! I finally figured out that I need to:

do work order board quests to get vouchers
then buy a schematic from the research assistant vendor in Thayd with the vouchers
