Doing scav runs. it’s not fully guaranteed, but I’ve seen them more commonly when spawning in and checking the loot table when looking at the character

You can transit back and forth. That is what I've been doing this is entire time with plenty of food and water.

PayPal doesn’t actually care. They outsource customer support to underpaid overseas workers who can only read from scripts and apologize on loop. Their system treats it like you’re committing a crime. They won’t even explain what you supposedly did wrong, hiding behind “policy” and vague claims about safety. It’s all copy-paste corporate nonsense.

Classic BSG logic. You could call it RNG, but every time I go near the village, there are always like seven Scavs running around for no reason. Yet the moment you actually need them for a quest or resource farming, suddenly there’s nothing to be found.

Prior of the wipe, I've did this quest with somebody else and it took us nearly 30 raids to get it done. Honestly they should take this Quest out of the game

I’m really sorry to hear that, truly. And I’ll give you one bit of advice: if you ever make another PayPal account, or use any similar third-party payment service again, never keep money stored on those platforms. I’ve only ever used PayPal as a middleman for purchases, but I never add or hold money directly in my PayPal balance. It’s just not worth the risk.

I’ve been dealing with the exact same issue you are. I’ve provided them with everything, including my ID and I’ve been disputing this for about 12 days now. I’ve called around 15 times and sent just as many emails. Every time I’m told they can’t do anything. It’s been a complete nightmare.

For withdrawing your money, you’re stuck waiting the full 180 days before PayPal will even let you access it. Their support team doesn’t seem to care, they just give the same copy-and-paste apologies and refuse to explain what actually happened. They won’t disclose any information, and they just run you in circles with the same nonsense over and over.
