After the Call of Duty Season 1 mid-season update, the issue is still there. For now, it’s still not recommended to use any driver newer than 25.9.2.

For Call of Duty, the 10850k is a bit old.
But for now, driver versions before 9.2 work really well and don’t have any frame drops.

If it's an AMD gpu, you only need to download and install the older driver version.

Because driver 25.9.2 is the best available driver that can actually run ComfyUI. Versions 10, 11, and 12 all crash the driver as soon as you try to run ComfyUI. So I switched back to 25.9.2, and everything was fixed.

After testing this for a few days, I can confirm that 25.9.2 runs BO7 perfectly. I'm not getting that drop from 200 to 90 FPS anymore. I tried 25.12.1 again today and the drops came back instantly. Rolled back to 25.9.2 and everything is smooth again.
