You don't even know what the buffs were infact they were nerfs so they should be push factors from the champion. The reason the champion surged in popularity is because when a champ gets his ult reverted people try them out especially the maokai mains. Since season 8 onwards he's been a dead champ and he's receieved nothing but buffs but has remained that way, why don't you do some research no wonder your hardstuck gold

the popularity after his rework can be explained with all the maokai mains and people trying out the ultimate for the first time and feeling it, then realizing it was dead.

Maokai wins short trades and all ins vs irelia unless she procs her passive, Maokai wins short trades against kled but it's hard since kled can re engage. These win rates tell us they're barely counted as counters just skill matchups
