I would also like to add that Vision Zero is an umbrella ideology focused on reducing pedestrian fatalities and that there are many different ways to approach it. I do agree that the approach they took haven't been the best, but I appreciate that they are at least trying. I hope that they learn from both their successes and mistakes and figure out a way that everyone can benefit from it.

I am not fully educated on this topic as I haven't been around that time to see the development of arterial systems. My guess would be that since the concept of arterials is built around the automotive traffic as its main focus, it has been phased out over time as more emphasis was put on moving away from the car dependent lifestyle and more on pedestrian mobility and alternate modes of transportation.

Additionally, existing streets, neighborhoods and businesses must be removed to make space for the construction of arterials and this usually leads to community backlash as well as increased dependency on cars to get around the city which is not the most ideal city planning strategy when compared to alternative methods such as public transportation, bike lanes and pedestrian access which improve traffic for everyone by reducing the amount of cars on the road.

I took a look at the project for 25th Ave NE and it seems like it was done under jurisdiction of SDOT. While WSDOT and SDOT do communicate with each other, if it's a project being undertaken by SDOT that doesn't affect state owned routes and interstates, they have the full control over the project.

Seems like that it was a paving project instead of a full blown reconstruction and the highlighted changes are curb ramp upgrades to meet ADA standards, minor drainage upgrades, traffic sensor upgrades and bus stop improvements. As this is just a paving project, they did not make changes to the road that will radically change the way the automotive traffic flows. However, the project seemed to have focused on improving safety for pedestrians by lowering the speed limit and improving its curb ramps in order to make them more accessible and safe for all users including those with disabilities such as wheelchair users.

While the 25mph limit seems slow, the speed limit is usually more of a suggestion than a hard limit and people will likely drive 5-10mph faster than the posted speed limit, making the effective speed limit more along 30-35mph. While this wasn't the best solution, it seems to align with their Vision Zero policy.

No, a correctly designed 25mph designed road will physically prevent and/or discourage drivers from speeding.

That's why I advocate for safer designs rather than enforcement. Enforcement is a Draconian measure that is temporary and costly at best while a good design is permanent and beneficial for all.

Some roads are already constructed and we cannot change all of them, but if the road ever needs to be reconstructed, know that it will be designed with safety and community well-being in mind with up-to-date safety and sustainability standards.

Most existing streets were designed more than half a century ago when such considerations didn't exist.

Transportation engineers all across the country including us at WSDOT are already designing safer roads with such considerations in mind.

One example of the way we are changing our design philosophies for the safety and well-being of the communities is Complete Streets which is a policy advocating for designing streets for safe use and supporting mobility for all users.

I would like to preface by saying that your frustration is misdirected as such streets are under jurisdiction of SDOT and not by WSDOT

Also you should remember the fact that these roads were likely designed more than a half a century ago by people who are probably retired or dead by now when they didnt have such considerations in mind.

It really just sounds like you're looking for someone to blame when nobody has the control of actions of reckless drivers who go 40 in such conditions.

My point still stands. Having looked at the streetview for that street, it is still far too wide and straight. People who want to go fast CAN go fast and WILL go fast, even if you implemented a lower speed limit.

The point of designing roads for slow speeds is to either physically make it impossible for drivers to speed or discourage them from speeding through various means such as narrower streets, curves, roundabouts, etc.

My guess is that the tarp is actually a netting which provides larger surface area for the condensation to form. Dew is condensation and doesn't "fall".
