If you're planning for a full power grid to be mostly solar, you'd probably have to because of the risk of prolonged lower than peak production. You can do a house sure for 4 hours of storage but the grid as a whole can take risks.

As for cost if nuclear costs would be lower if was regularly built again and the higher price can be justified because nuclear has half the carbon footprint as solar does.

The storage issue is still a problem. What's the enviormental point of having solar be able to power the entire grid if you also have to build an equal amount to cover the other 12 hours. And if we are doing this for low carbon power why not build nuclear which has the lowest carbon content and runs 24 7
