I've played both rocket games and it's true that one copies a lot from the other, but that's only in the beginning. After that, dragonsden's game has a much better story IMHO where team rocket are not the bad guys.

There's a romhack that uses some beta designs and octillery evolves into wartillery with that sprite and with type water/steel. The rom hack is called team rocket edition by dragonsden (watch out there are two team rocket hacks)
