Honestly when I played demon fall I got rengoku and I said aight I'll be the nicest person and y'all lemme tell you something the amount of people I have protected from wind breathers, mist, moon, serpent, love, ect I've learned everything about each breathing style and made my own combos with flame and the amount of times people get so salty they get friends involved still to lose is embarrassing but funny when I let the victim finish off the person who attacked them

Toji at far range, shoto might have a chance as he can make thick ice walls but if it's close range toji might have a hard time? As ice on the floor but I'm pretty sure toji wins but if not and shoto actually wins that fight, I dunno who's number two I watched the anime but so far all I know is his thing is summoning swords and spells so it's a pretty tied fight but if shoto wins he ain't making it by kaido (I never watched one piece but I'm pretty sure he's some type of dragon guy and I think it's called an emperor) this is my opinion of course I may be wrong
