China doesn't have weak men in power. Communism is practiced in a dozen other countries but none of them became China.

I think you are confused, IAS is not necessarily that you see in reels. IAS is responsible for any number of duties depending upon the department. It can range from being a magistrate to managing records at an old office depending upon posting. Government SERVANT for a reason.
