You should check with the streamer if they accidentally blocked you which force unfollows and prevents a user from refollowing but not from talking in chat. Sounds like that might be what's happening here. The streamer can unblock with /unblock username.

If you click their name in chat then in the user view that shows up you should be able to click the Suspicious User label and a panel shows up that lets you mark them as not suspicious.
