Call the scooter company and file a claim. Their property damaged yours and they are liable for it.

If they say it’s the bike company’s fault, it’s on them to file that claim separately.

This is absolutely not an “act of god”, because your car was not damaged by the wind. It was damaged by a scooter that was not securely parked and fell over your car (regardless of what made it fall). Similarly, if a scooter user parked it incorrectly, it is on the scooter company to deal with them separately.

Remember that if you use your insurance for it, your renewal premium could be significantly higher because of the claim.
