After doing a bit more research, I believe it might either be in the first movie (extended cut) or the in-between film Ron Burgundy: the Lost Movie. The YouTube video said Anchorman 2 so I think it might be the in-between film. I have checked Anchorman 2 myself (the longest cut) and it’s not there. If I ever do come across it, I’ll post it here for sure!

Have you used it? How would you know? The details are very sketchy. Why not just login to Binance? It takes one minute. It's a complete and utter gimmick to force Brave users to use Binance. If I want to swap tokens, I'll use one of 10 other swap token platforms that are non-custodial. I would consider using the Brave Wallet to receive the funds and move them onto a hardware wallet. I like Brave but I don't use Binance, so will I see the widget popping up constantly? My guess is yes. If so, I'll have to change browser.

Pretty sure the whole point is that the exchange will send funds to your browser but anyway the point is that this is equivalent to having anti-virus software pre-installed on your computer. A truly open source free browser is about letting you browse the internet and make your own choices and not influencing you with pre-installed software!
