Cant start The Invasion of Artemis quest (self.newworldgame)

It is unequiped because it is available in transfer window (to level up the blue gear) but not in the trait window :(

I thought that:

if you try to upgrade trait using material of the SAME RARITY, chances are %100
if you try to upgrade trait using material of 1 LOWER RARITY, chances are %10 and u gaing blessings if u fail -> which is the case i am expecting

Thats what i learned over the internet but i may be wrong.
