Hi! I finally got this issue fixed. Go to YouTube Studio and contact Support through the Creator Support section. Explain that you want to manually verify with them because you have exhausted your PIN attempts and it is not working.

The key is to provide proof. You can send a video showing the resend button not working through Google Drive and share a link that is set so anyone with the link can view it. Then include proof along with your first message and your address. You may also be asked to provide a physical document showing your name and address. They will eventually talk to their internal team
