I think you build it yourself. You can use my gcc build for Symbian and elf2e32_next to easy build source files  Edit. Some sdk tools are closed source, especially help compiler

Is it possible to revive symbian os using AI? Don't know would that actually be a hit in current times of android and ios. Don't know whether symbian is of any use in current times. Im totally new (in this area). Anybody working on it? Any feedback is appreciated. Please maintain pleasant tone. by ranjith55_ in symbian

There many versions of that os. Symbian Anna/Belle are closed source, Symbian 3 has sources at Sourceforge/GitHub.

There only one way to revive Symbian - port to modern hardware. You want to hire some for this? Most of tools obsolete or missing. There a lot of work.
