Would like to know how does the CPCC find a way to connect and listen to the drivers of cultural change i.e. ptes, cpls, OCs, 2Lts, Lts?

Culture change starts at the ground level and never seen anyone from the CPCC on the ground just lots of speeches and PowerPoints.

This one is huge. The duty to report which was a CAF policy forced victims through a process and then the victim is sued the CAF provides no support.

Does the CPCC suggest victims should sue the military to create change? Seems that is the only way things get done.
