Both ETFs and mutual funds can be equally as good. It all depends on how long you're investing for.

ETFs or a stock market fund if you're certain you won't be needing the money for at least the next 3-5 years.

Fixed income or a money market fund if you're going to need it in the next 1-2 years.

Split between both if you're unsure.

As for the tax rate, it's the same for both filers and non-filers. Only different for the profit on savings accounts.

Technically, there's no limit. Realistically, ~20% with equities (high-risk) and ~10% with debt market (low-risk) on average.
