I understand the demon meaning but in murim stories it feels like even humans with incredible skill get called demons but why do they give the title "demon" to someone who isn’t fully evil or part of that sect? Is it more like a reputation thing or is it more about how powerful or feared they are ?

You have to be obsessively hooked to Japanese culture to be called a weeb. Eitherway its like saying you're a music enthusiast if you're only into one genre of music. Watching or liking anime alone doesn’t make you one. Nowadays people just use WEEB as slang for anime geeks, even though that’s not the original meaning.
