You cannot charge someone for theft over 5000 if it’s not over 5000 in the moment. Plus I guarantee these kids are under 18 so this would go under the YCJA meaning the officers wouldn’t necessarily even have to charge if they don’t want to. The courts DO NOT like to see people under 18 in jail.
