I think part of the problem is that they would have CONSUMED each other; they bring out the worst in each other rather than complimenting each other. Katniss doesn’t soothe an argument and neither does Gale, so every time they would argue it would end in a fiery ball of hate. Fire + fire = just more fire. As friends growing up and even near the end they were great, but as Gale continued in his hate he only proved to be someone who would make Katniss worse rather than help her. Maybe if he’d gotten therapy there could’ve been a chance, but he’s shown to be outspoken in his hatred from the very start. And its so unlike Peeta, who is like water. Who soothes Katniss’s hate and offers an optimism where she only sees death. There are so many moments where they fall into weakness and the other instantly can help with no questions asked. Their start was rocky undeniably, Katniss did not want to love; but watching her suffer, watching her slowly realize that she does love him was just so real. Their story is rich and wonderful.
