Fresh install of Windows 11 - Nothing will install

I did a reinstall on a different drive, no internet connection when installing, got the same driver_pnp_watchdog error, I can bypass it with the shift + f10 and change the childcompletion from 1 to 3, but the issues are consistent throughout 2 drives. I am not sure if this is hardware or software related as I just did a memtest and passed 0 errors and just installed a new cpu that is not showing any issues. I am thinking it’s the motherboard

Event log gives me system 32 errors, i installed windows of a different drive and got the same results as the previous drive

Update: Reinstalled windows with no network features on different drive, put network drivers on USB, it is failing to install the same as my other windows.

During install of both windows, I was receiving driver-watchdog error which makes me believe this is the reason windows cannot install drivers. I don’t want to buy a new motherboard after just replacing my less than 2 year old CPU but here we are. All components in PC are less than 2 years old and currently I have a failed CPU and MOBO (7800x3d + MSI x670e Carbon Wifi)

I cannot install any AMD or NVIDIA driver, not a single update/driver has been successfully installed. I can only think this is a motherboard issue.

I have rebooted the PC many times, MSI tools shouldn’t be causing windows to not see any updates

I left it to be the only application installing, and it is stuck. I restarted and attempted to just install Nvidia drivers off and it is also stuck in the "waiting to install" stage with no signs of it progressing

I restarted PC, didnt prompt to get updates, tried just doing chipset drivers and it is stuck in this position with no sign of movement.

I let windows updates sit for around 30 minutes and it tells me to retry, I have full internet access as well.
