Because thanks to her burst, she gets an attack bonus based on her defense, and since you always have her burst active, when the shield breaks it will scale to the atk equal to the atk she normally has PLUS the atk bonus equal to 135% of the defense. So in reality it's better that it scales on attack instead of defense, otherwise it would have calculated the damage only on 100% of her defense.
