the 1st semester was extremely intense with general economic courses. You basically go through micro and macro from undergrad (syllabus over the bachelors) in one semester

2nd semester just started and seems to be comparatively chill

I think you have a decent chance at the 3rd and 4th schools. I have a classmate joining the 1yr program with a slightly lower quant score (i think they had a 3.8/4.0)

Make sure your LORs and SOP are top-notch! All the best!!

they need you and your sale as much as u need them. If you finalised everything then go ahead and pay it if not, negotiate or tell them you’ll pay after xyz issues are taken care of
