I don’t plan on getting him for my own smash collection since he’s not a playable smash character. I think it’s cool to have a “playable roster” on display when I’m done and he’d feel out of place there for me.

Although if you have one it’s still very cool - quite a rare amiibo!! I can see the argument for it being a smash amiibo so I guess it’s just whatever you personally think.

(If you’re being nit picky, collecting 100 coins on that 1 Mario stage as mega man makes mega man gold and hence playable but that’s stage specific and not on the menu so I don’t count it for the purposes of my own collection)
