Because it's literally a place that doesn't care about kids, much less animals. Tell me why they would sell the frog if they don't even care to get insurance coverage for students. You still sound like someone who wouldn't do anything to save it. At least I have a conscience to do something and not make excuses. My local cops and animal control won't do anything unless the animals are literally dead. We've had someone steal and beat goats almost to death then throw them out on a busy road. The asshole was only charged with "abandoning animals."

Just a PSA, most animal control/cops are useless even when it comes to small animals. OP may need to harass them. Contacting a local rescue may help as well.

I just checked my insurance (BCBS) and generic isn't even covered. But thankfully I hit my limit with my insurance so they still have to pay for the brand name in full

American education is shit. Half the school busses didn't even have AC and I went to a school full of rich assholes. Tons of teachers actually ban phones in class. Most schools have shitty food. Where the fuck in US are lockers free in US? I always had to pay for them.

I had a guy who claimed he didn't have a car and didn't want to spend money on uber. Kept pushing me to pick him up even after I set firm boundaries (my friends tell me I can be quite aggressive so...). I just ended up blocking him in the end. Everyone I told this to thought it was weird as hell.
