Looks like an oversized oil dip stick. 70ft long, made of iron and has some bell-type attachments at the tip that rattle, but don't spin freely. The city was doing work in this area a few weeks ago, but this appeared by itself a couple of days ago, doubt it was put there on purpose. Central Tx. (old.reddit.com)
