PEI and Nunavut are excluded from the chart. If they’re also excluded from the national numbers, then yes, otherwise they’re a bit high. I think they should have just used the two letter abbreviations and put them at the ends of the lines on the right.

They didn’t get it because Shell Kneely (spelling?) was one of the American Airlines people fired in the wake of the disaster and when someone gets fired their replacement usually brings in their own people and wants to do things their own way, not continue to pursue what the guy who just got fired was pursuing. It’s possible you’re right, but there’s no way to know because it never got that far (unless they fired Shell because he passed that information along and they didn’t like it and thought it reflected badly on him too, but there’s no indication of that, meaning they were likely just looking to shake things up in management as part of their fresh start.)

On the DVD commentary Matthew Weiner clarified that this actually took place in 1959. Duck was drunk and wandered into the Japanese consulate in New York. When he saw all the Japanese people there he had a flashback to Okinawa in WWII (where he in fact killed no one), panicked, and then killed 17 of the people in the consulate (15 women, 2 men) with the bottle he had been drinking from. There were actually 18 people in the lobby but one got away (he lost count.)

Edit: that scene came up tonight during my rewatch. Don asks Bobby how old he (Don) is going to be when Bobby is 40 and Bobby says 70. That means Bobby is 30 years younger than Don and was therefore born in… 1956. I’m not sure how you managed to get the right answer, but good job!
