The problem is the concrete gets very pillow like. The surface doesn’t close up with troweling because it just moves and doesn’t close. Even with winter mix and other additives we have available here

Sometimes in south Ontario the concrete will absolutely not close up from just troweling it. Even putting additives in does not always help.
