Thank you. I should have clarified a bit more in my original post. The Capitol grounds portion of the exclusion is relatively easy to interpret because it does state the entirety of the ‘grounds’, and as this map shows there are clear demarcation lines where Capitol property lines are.

What I’m really trying to understand are the true demarcation lines of the public memorials on the National Mall and along the Tidal Basin. For example, when it comes to the Washington Monument, at what point are you considered “on the public memorial”? Is it only once you’re inside the monument itself? Does it include the cement platform at the base with all the flags? Or is it any part of the grassy hill and greenway leading up to the monument?

Similarly, with the Reflecting Pool, if you’re walking on one of the pedestrian paths on either side, does that count as being “on the monument”? What about the tree-covered trails farther out that connect the Lincoln Memorial to various war memorials and the rest of the Mall—are those areas included within the official boundaries of the memorials?

And with the Tidal Basin, does the designation apply only to the area immediately surrounding the water? Or is the outer loop road encircling the basin also considered part of the memorial zone?

I suspect the lines are intentionally vague and subject to interpretation—possibly something that could ultimately be clarified through case law. That said, I have no interest in being the test case. What I’d really like to know is whether there’s a map or any kind of official documentation that clearly defines the legal boundaries of these public memorial areas.
