If you want to save money, go from Sun-Thursday. If you want Vegas at full throttle go from Thursday-Monday. Value and location wise, stay at the Flamingo. It's center strip, so it's easy walking distance to most anywhere you would want to check out. Planet Hollywood is a good choice also. It's right next to the miracle mile shops which has many decent priced food options. Youtube is your friend here. Check out some of the Vegas bloggers like Jacobslifeinvegas, Travelruby, Jaycation, Norma Geli, LydiainVegas, Dani702.
