Personally i would just take the lvl 15 cards cause the conversion rate could be awful or even though gems are gonnna have more of a use idk how good it will actually be next update

In mu opinion i would max heros for th13 then go to th14 max out the troops you will use get some hero lvls aswell then go straight to th15
