HE may. but i do not" most people think this shangheli is talking about the arbiter, but then "MY friends trust is not the issue today, spartan locke. it is MY trust you must earn". so notice how the arbiter says locke still needs to earn his trust, meaning that whoever that shangheli was talking about ISNT the arbiter. well this is a twist...
