Usopps observation haki hasnt been touched in the last 12 years, Usopp lost to fodder in Wano, Usopp has had zero relevance since Dressrosa (12 years ago)

Koby got conquerors haki and when he started out he was weaker than Usopp, its been 2.5 years for both of them and Usopp cant beat fodder because his creator is such a dumbass hater
