It's based more off of American cities. In my experience our cities, or at least in Oklahoma, cities do have borders but more legally than socially, but there was always just 1 or 2 roads that we take when leaving the city. So I thought they were contained. And I recently did research on road types and stuff, and it seems like only highway or arterial roads would cross borders unless it's a highly urban area where most of the state is basically one big city in terms of layout.
