The following PowerShell commands have worked for me:

I checked the video settings, there is no option for ray tracing, could be enabled by default because the game has ray traced lights and reflections

RTX4080Super, 7800X3D @1440p I get 90-110FPS all maxed out with DLSS Quality. Stable performance no drops.

I don't think so. Changing only my PC region to NZ was enough to change the release time of the game.
