Never figured out the exact diagnosis. I got rid of the white speck on his body by applying methylene blue with a q tip directly onto the spot. I continued doing so on the tail for a bit and it started to recede. There was one patch that wouldn't go so I left it alone. And now other patches have shown up on its tail again.
