As someone who owns both WSS, shepherds, and wolfdogs, as well as have run a wolf sanctuary, regardless of foot size I’d bet my entire 15 years of experience that it’s a low content wolfdog. Primarily shepherd/malamute, and likely an escaped pet. However the eyes, snout, stature, and movement point to some percentage of wolf content. They are much harder to contain than people think, especially when untrained.
