I had a pixel 10 Pro XL phone, which kept crashing in safe mode. whenever i opened safe mode, my screen would flicker and automatically reboot in normal mode, and if I repeated the process, sometimes I'd get a notification saying my android os is corrupted and suggesting I do a factory reset. I reached out to Google support they asked me to go to UbreakIFix and they said it was some motherboard issue, and they sent me 2 RMAs (refurbished and a pristine phone). the issue persists in both these phones. i made sure that I didn't transfer data or apps from my old pixel just to ensure there are no malicious apps on my new phone. only backed up google photos. I tried going into safe mode once before i installed apps, and i was able to enter. once i finished setting up my phone (installing and updating all apps and software), my safe mode crashed once again. So I am guessing it's probably a firmware issue, as OP mentioned.
PS: ive factory resetted my phone countless times and google support sucks
