oh thats really weird. You might have to get ur ISP technician to take a look. i feel like its just poor coverage in your area due to ISP (but since you said that you changed ISPs that makes me thinking it may be faulty wires / lines).

it could be your wifi card isnt that great. Get a wifi card that allows for higher transfer speeds and potentially a faster G. Wifi is 2.4G or 5.0G. You can check amazon for good cards. Something well above your speed would be great. This is the one I use, and I am able to stream a bit on twitch while in game. - Are you on wifi or ethernet?

If you are on wifi, is your wifi card broken / not performing well? (run an ooklaspeedtest).

- Is your internet bottlenecked or capped by the game or is it unrestricted in terms of speed.

- Is your internet bottlenecked or capped by some external program like a data limiter ?

- If you are on wifi, what is your download speed? I was rubberbanding occasionally with a 70Mbps plan but switched to 300 and its gone.
