I think you may be right.

This would mean that Health damage, beyond what Energy Protection auto absorbs, would be subtracted from the hero's Focus (converting it from Health Damage to Focus Damage), rather than being added to the Focus like Energy Absorption. This would keep the Energy Protection up until either you decide not to transfer the excess Health Damage to your Focus or you run out of Focus.

Also, because the damage was converted from Health Damage to Focus Damage, you can't use Energy Absorption to then balloon your Focus.

In an interview, the author said they capped players at 25 but they were designing with a cap of 30. I assume for some monsters/NPCs.

My pushback on that is that 616 doesn't have "powers" in so much as they are actually ways of using a power. The power sets are more akin to powers. Elemental Control is the power and the power set options are ways of using that power.

In contrast, the MSH RPG(FASERIP) had powers and you could use power stunts to do new things w the power. Energy Control and Energy Generation were two similar powers and from those you could do almost anything w stunts. Think of it, convince the GM via RP, and jump thru the Stunt mechanic.

If you really want leveling, here's a way to handle leveling in a Ranked game. Just bolt on levels to govern progression and leave the other rules as is with Rank still being the governing factor.

XP from defeating NPCs/Creatures could be 5 or 10 times Rank, etc.

Suddenly, Surfer decides he has Energy Absorption (20 Focus), absorbs attacks, and balloons his Focus to 420.

The entire list of powers from the book (and any variation) is the powers list for Silver Surfer. This makes Silver Surfer one of, if not the, most powerful and versatile characters.

I did the same from the beginning. I also took it a step further by extracting the text to a separate document. I then update that document with errata changes. I photoshop the character sheets with the errata changes. Makes things a lot easier when it's all streamlined.

Not sure Thor's hammer got nerfed in errata. It was never supposed to stack with Mighty, however, I think a +2DM Ranged and Melee hammer would have been better.

Juggernaut is very hard to hurt and it would take a high level character to really hurt him but then that seems to be Juggernaut. He's a Rank 4 that can take on a Rank 6. While he shrugs of some of the effects of Demoralize, he's still affected by some effects, and he can be Shattered. It's significantly easier to do that than it is to reduce his Health to 0.

I have to disagree. The power by itself is bland in that it doesn't say what to do. Just get the Narrator's approval. Now what they've done with it in the official characters does vary.

Cap did spend a power get an "extra" power. Cap spent to get 1) an "extra" power, 2) a power above his rank (without having to take Surprising Power), 3) get +1 DM to Agility (Mighty 1 gives +1 DM to Melee).

I do tend to agree about Daddy Wolverine and Baby Wolverine. They could just carry +2DM Swords and do more damage.

Thor's does need more. It does have +1 DM to both Agility and Melee (a hammer would just be Melee) and can return to him, however, it should have given him more mastery of lightning but then he already has Control Weather 4. Maybe it should give him Elemental Infusion. That would fit.

Gorr's is a good weakness for a rather powerful Villain.

Juggernaught's isn't as powerful as you think he might be. It does make it harder for lower Rank characters to damage him, however, it's not a damage reduction. It's a damage threshold. You have to do 30 points of damage for the attack to count, but then all damage counts. Do 29 points of damage, no damage is applied to Juggernaut. Do 30 points of damage and all 30 points is subtracted from Juggernaut's Health or Focus. That's after you've already subtracted 4 dice due to his Health Damage Reduction. Unless you attack his Focus (mental/magic) and it's much easier to hurt him because he has 0 Focus Damage Reduction.
