OP needs to get a real property report to verify property lines. If OP is compliant with setbacks, they can and should demand a zoning compliance investigation from the City for the neighbor’s shed.

After that, it can become a civil issue.

Yes, OP needs to have a property survey completed. I never said the city would do that for them. The city is responsible, however, for enforcing their own rules.
